Azerbaijan's wind energy potential holds immense promise, with both onshore and offshore resources presenting significant opportunities for sustainable power generation. The country boasts 3 GW of economic potential of onshore wind, as well as an impressive 157 GW of technical capacity of offshore wind. Significant strides have already been made in making this potential a reality, with notable projects in partnership with companies such as ACWA Power and Masdar already underway.

FRAMEWORK FOR ACTION
We all have a moral duty to avoid overshooting the 1.5°C temperature target. But the window of opportunity is closing and we must focus on the need to invest today to save tomorrow. Our fixed priority is delivering deep, rapid and sustained emission reductions now to keep temperatures under control and stay below 1.5°C, while leaving no one behind.
Our fixed objective
The COP29 Presidency’s plan is based on two mutually reinforcing parallel pillars. The first pillar — to “enhance ambition” — combines key elements to ensure all parties commit to ambitious national plans and transparency. The second pillar — to “enable action” — reflects the critical role of finance, a key tool to turn ambition into action and reduce emissions, adapt to climate change and address loss and damage.

Hydropower accounts for about 10% of the country’s domestic annual electricity generation. About 25% of the country’s freshwater resources are concentrated in the Karabakh and East Zangazur regions, making hydropower a critical part of achieving the 2050 Net Zero target in these designated Green Energy Zones. The crown jewel of Azerbaijan's hydropower infrastructure is the Mingachevir Hydroelectric Power Plant, which boasts an impressive installed capacity of 424 MW.

Azerbaijan’s economic potential of solar energy is 23 GW. The region's favourable climate, boasting 2,400-3,200 hours of sunshine annually, gives Azerbaijan strong potential as a solar energy producer. In October, the 230 MW Garadagh Solar PV Plant was inaugurated. Several other projects are underway, and the country continues to sign agreements with stakeholders interested in its solar energy. As Azerbaijan expands its solar energy infrastructure, the country is working with partners from the public and private sector, including businesses and multilateral development banks – stakeholders central to negotiations at COP29.

With the support of the European Bank for Reconstruction and Development (EBRD), Azerbaijan began exploring low carbon hydrogen production in February 2023. Azerbaijan is actively working to bring its vision of a dynamic green hydrogen sector to life. The collaboration agreements inked with global private sector actors will enable the development of around 10 GW of renewable energy in the medium term that can contribute to the production of hydrogen.

The COP29 President attended the Antalya Diplomacy Forum alongside global leaders and policymakers to discuss how the multilateral system can navigate global instability to find common ground on collective climate action. During the summit the Mr. Babayev collaborated with high-level and ministerial actors to emphasise the COP29 Presidency’s priorities for the year ahead, including how the COP29 Presidency is coordinating closely with the Brazilian Presidency and the UNFCCC Secretariat to deliver the Baku to Belem Roadmap to $1.3 trillion. During the conference, the COP29 President attended several key engagements and held important bilateral meetings. The COP29 President attended the Samarkand Climate Forum alongside Central Asian leaders to identify solutions for climate adaptation and strengthen multilateral action. The COP29 Presidency attended the Petersberg Climate Dialogue, alongside high-level representatives from around 40 countries to discuss concrete steps towards overcoming the climate crisis and strengthening confidence in the multilateral climate system. During the summit, the COP29 President collaborated with high-level and ministerial actors to emphasise the COP29 Presidency’s priorities for the year ahead and underline its support for the COP30 Presidency of Brazil. This includes discussing next steps towards the successful delivery of the Baku-to-Belem roadmap. FAQ
There are now 198 Parties (197 countries plus the European Union) to the Convention, constituting near universal membership. The next Conference will take place in Baku, Azerbaijan, in November 2024.
COP29 will take place from November 11 to 22 in 2024 at Baku Stadium. The venue is located in Baku, the capital city of Azerbaijan.
